Broken Promises and Back-Channel Contact: The Council’s Escalating Failures

Today brought a stark reminder that promises from South Ayrshire Council are not just routinely broken—they are actively contradicted by the actions of their staff. It also highlighted how their Housing department operates in the same dysfunctional pattern as their Social Work services, leaving me to manage the severe consequences alone.

Another Broken Promise on Contact

Stewart Marshall, Head of Community Health and Care, previously assured me there would be no contact from a specific individual, Steven McClean.

Today, that promise was rendered meaningless. Steven McClean made indirect contact with me through a friend, bypassing me completely. This “back-channel” communication, after a direct assurance of no contact, is a profound breach of trust and yet another example of the council saying one thing and doing another. The Housing department has employed the same tactic, choosing to email a friend about my case rather than communicating with me directly.

Three Years of Housing Department Failure

My experience with the Housing department is a standalone case of systemic neglect. I have had a live housing application for almost three years. Despite my documented disabilities and autism, which create specific and urgent housing needs, the department:

· Has not allocated sufficient points to reflect my medical needs.
· Has not provided suitable housing.
· Has repeatedly ignored my direct emails.

When I called them today to discuss this and to point out false statements they had made about my case via email, the officer was dismissive and unhelpful. I was attempting to have a peaceful breakfast; instead, I was re-traumatized by having to read and contest their incorrect claims.

Unaddressed Harm and Escalating Distress

The council continues to treat these grave issues—illegal eviction, data breaches, broken promises, and institutional neglect—with a baffling lack of seriousness. The cumulative psychological impact is severe and ongoing.

Critically, the “emotional support” or therapy explicitly promised weeks ago by Stewart Marshall and Sandra Rae has never materialised. As a direct result of the council’s sustained mistreatment and this broken promise, I am now forced to seek mental health support through my GP practice and a private therapist. Because the NHS will not provide the ongoing therapy I need, I am bearing the personal cost—financial and emotional—for support the council pledged to provide but failed to deliver.

A Pattern of Disregard

This is not about isolated errors. It is a documented pattern: a cycle of causing harm, failing to provide the promised support to address that harm, and then breaching basic protocols like direct communication and data protection. The council’s failure to treat any of this with the gravity it deserves is beyond belief
